IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER

Dear Hotchkiss Water User

In 2015, the Colorado Department of Public Health and Environment (CDPHE) implemented new rules regarding
cross connection control and backflow prevention. Although it has been a requirement for a number of years that
water customers who have testable backflow prevention devices have them tested annual, the new rules have more
specific obligations for both the Town and the device owner, including mandatory testing and reporting to CDPHE.
Uncontrolled cross connections can lead to inadvertent contamination of our drinking water.

1. Description of Violation.
Under the new rules testable devices need to be tested once each calendar year and those results need to be
submitted to the Town of Hotchkiss before the end of the year. In 2016 the town received a compliance ratio of .32
from device owners. The Town of Hotchkiss is in violation with CDPHE. CDPHE requires a compliance ratio of .50
of device test results from device owner.

2. Contaminants of Concern.
You do not need to boil your water, use bottled water, or take other actions. This is a reporting violation.

3. Adverse Health Effects.
No adverse health effects occurred.

4. Alternate Water Supplies.
Alternate water supplies are not needed.

5. Actions for Consumers to take.
Owners of backflow devices need to have device tested yearly and send result to the Town of Hotchkiss.

6. Corrective actions being implemented.
The Town of Hotchkiss will inform and educate the water user with a backflow device of the CDPHE Regulation 11
and their responsibility. The Town of Hotchkiss will terminate water service if device test results are not sent to
Town of Hotchkiss.

7. Return to Compliance.
The Town of Hotchkiss will return to compliance when we have a compliance ratio of 0.5.

You do not need to buy bottled water or take any other actions.

• WHAT IS THIS VIOLATION ABOUT?
The State drinking water program requires all public water system test backflow prevention devices annually. We received a violation because our water system did not test the required amount.

• WHAT IS A BACKFLOW PREVENTION DEVICE?
A backflow device is installed in a plumbing system to prevent contaminated or untreated water from a cross connection entering the main distribution system and spreading the contaminated or untreated water.

• DO I HAVE A BACKFLOW DEVICE?
If you are unsure if you have or need a backflow device, contact the Town of Hotchkiss for an inspection of your system.

• I HAVE A BACKFLOW DEVICE. HOW OFTEN SHOULD IT BE TESTED?
CDPHE requires that backflow devices be test annually by a certified device tester. If you need help finding a certified tester contact the Town of Hotchkiss.

• WHAT DO I DO WITH THE TEST RESULTS?
CDPHE requires that the Town of Hotchkiss gets a copy of all test results from backflow devices on the water system.
